This document outlines the requirements for selling Electronic Products on TikTok Shop and applies to all sellers listing such items. These requirements are in place to ensure product safety, legal compliance, and a trustworthy customer experience. Electronic products are also subject to our TikTok Shop Restricted Products Guidelines. Sellers must comply with both this document and the TikTok Shop Restricted Products Guidelines when listing electronic products.

Requirements to Sell Electronic Products

You may be required to pass category qualification to sell Electronic Products. This process requires submitting documents proving you are qualified to sell these products.
Electronic Children's Products or Refurbished Electronic Products require additional documentation.
Detailed requirements are listed in the sections below. Open each section to view what is needed.

Manufacturers, Importers, And Repackers

If you are applying to sell Electronic Products you manufactured, imported, or repacked, you may be required to submit the following documents:

Certification of Compliance or Conformity (COC)

Manufacturers, importers, and repackers must provide a Certification of Compliance or Conformity (COC) that:

• Was issued within the last 2 years
• Matches the product category being sold
• Clearly describes the product tested
• Lists all safety standards tested
• Includes the name and address of the accredited laboratory
• Matches the product shown in submitted photos

Product or Packaging Image

Provide an image of the product or its packaging that shows:

• A valid Product Electrical Safety Marking
• A valid Federal Communications Commission (FCC) Safety Marking (required for products with Bluetooth or Wi-Fi)

Labeling requirements:

• Safety markings may be embossed on the product or applied as a sticker
• Markings may also appear on the packaging
• Double-stickering is not allowed
• Labels must be secure, flat, and intact (no peeling or creases)

Resellers

If you are applying to sell electronic products as a reseller, you may be required to submit the following documents:

Purchase Invoice

Resellers must provide a legible purchase invoice issued by the product’s manufacturer.
The invoice must:

• Include the supplier’s company name and address
• Clearly describe the electronic product being listed
• Be issued within the last 365 days
• Be in a language supported by TikTok Shop

Product or Packaging Image

Provide an image of the product or its packaging that shows:

• A valid Product Electrical Safety Marking
• A valid FCC Safety Marking (required for products with Bluetooth or Wi-Fi)

Labeling requirements:

• Safety markings may be embossed on the product or applied as a sticker
• Markings may also appear on the packaging
• Double-stickering is not allowed
• Labels must be secure, flat, and intact (no peeling or creases)

Electronic Children's Products

Electronic children's products are electronic items designed or intended for use by children. They require additional documentation, which may include:

• A Children’s Product Certificate (CPC)
• A Sample Tracking Label
• A test report, depending on seller type

Smart Earphones and Headphones

Smart earphones and headphones are audio devices that use a third-party app to enable advanced features. This category is invite-only.
Invited sellers may need to submit documentation based on their seller type.

Requirements for Smart Earphones and Headphones

Approved sellers must meet functionality, quality, listing, and packaging requirements.

Functional Features

Products must support at least one of the following through a third-party app:
Translation Functions

• Real-time or simultaneous translation
• Less than 3-second delay
• Not require the other party to install any software
• Supports 2-way translation for all listed languages

Voice InteractionMay include:

• Voice control
• Smart assistant integration
• Real-time speech-to-text

Health MonitoringMay include:

• Fitness tracking
• Sleep monitoring
• Heart rate monitoring

Product Quality

Products must meet the following standards:

• All components (earphones/headphones, cables, adapters) must work properly.
• Buttons and ports must function smoothly.
• Bluetooth must:
  • Connect reliably on common devices
  • Reconnect automatically after restart
  • Support at least 10 meters range
  • Maintain stable audio, calls, and audio-video sync
• Battery life must meet stated specs or support at least 3 hours of playback.
• Product must withstand simulated drops without damage or loss of function.
• Left and right channels must work evenly, without imbalance.
• Product must be comfortable for normal wear.
• If Active Noise Cancellation is claimed, it must provide at least 9 dB noise reduction.

Listing

• Titles, descriptions, and attributes must clearly state that a third-party app is required
• Instructions for downloading and using the app must be provided.
• The app must be free to use.

Example: “ABC Chat requires downloading the ABC App. Smart features only work when connected to the app.”

• Videos or LIVE demos must show how the app is used
• Marketing claims must be accurate and include disclaimers when needed, such as:
  • "Performance may vary based on large language model (a type of AI that processes and generates text) capabilities. This product is not intended for professional mental health services."
  • "Chat assistance responses are examples only. Actual use may vary based on context or software version."
  • "All data shown comes from controlled lab tests. Actual usage may vary."

Packaging

• Packaging must clearly state that app installation is required for smart features
• This information must appear:
  • On the external packaging, or
  • On a clearly visible insert card inside the box
• Listing this information only in the manual is not sufficient.

Refurbished Electronic Products

Refurbished electronic products are pre-owned devices that have been repaired and restored for resale.
Examples include:

• Refurbished laptops
• Refurbished mobile phones
• Refurbished tablets
• Refurbished smartwatches

Selling refurbished electronic products is limited to invite-only sellers, who must receive approval from TikTok Shop before listing or offering them for sale.
Approved sellers may list products in Premium or Excellent condition. Listing products in Good or Acceptable condition requires additional approval from TikTok Shop.
Children's products are not permitted in refurbished categories.
Refurbished devices must have been released within the last 7 years.
Product titles and descriptions must:

• Clearly state that the product is refurbished
• Include the brand name
• Identify the applicable device condition (Premium, Excellent, Good, or Acceptable)

The selected condition must accurately reflect the device's condition and be supported by the applicable diagnostic and data erasure report(s).

Refurbished Device Condition Standards

Unless otherwise specified below, product titles must include:

• The word "Refurbished"
• The brand name
• The applicable device condition

Product descriptions must clearly state the applicable device condition.

Premium Condition

To be listed as Premium, a refurbished electronic product must meet all of the following requirements:

• Battery health is 90% or higher.
• The screen has no scratches.
• The device has no visible cosmetic damage, such as scratches or dents, when viewed from 12 inches away.

Excellent Condition

To be listed as Excellent, a refurbished electronic product must meet all of the following requirements:

• Battery health is 80-89%.
• The screen has no scratches.
• The device has no visible cosmetic damage, such as scratches or dents, when viewed from 12 inches away.

Good Condition

Listing refurbished products in Good condition requires additional approval from TikTok Shop.
To be listed as Good, a refurbished electronic product must meet all of the following requirements:

• Battery health is 80-89%.
• The screen has no scratches.
• The device may have light cosmetic scratches that are barely visible when viewed from 12 inches away and are not perceptible to touch.

Acceptable Condition

Listing refurbished products in Acceptable condition requires additional approval from TikTok Shop.
To be listed as Acceptable, a refurbished electronic product must meet all of the following requirements:

• Battery health is 80-89%.
• The screen may have a small number of shallow scratches that are not visible when the screen is turned on.
• The device may have light cosmetic scratches that are clearly visible when viewed from 12 inches away and may be perceptible to touch.

Documentation Requirements for Refurbished Electronic Products

Eligible sellers must submit all required documents below.

Purchase Invoice

Sellers must submit a legible purchase invoice issued by the product’s manufacturer.
The invoice must:

• Include the supplier’s company name and address
• Clearly describe the electronic product being listed
• Be issued within the last 365 days
• Be written in a language supported by TikTok Shop

Diagnostic and Erasure Report(s)

Sellers must submit diagnostic and data erasure reports from one of the following approved providers:

• Phonecheck
• Blancco
• Blackbelt

Reports may be combined or separate, but must clearly show:

• Provider name or logo
• Device details, including:
  • Manufacturer name
  • Operating system
  • Serial number
  • Model number
• Confirmation of data erasure or data wipe
• Diagnostic results that support the condition stated in the product listing and description, including:
  • Battery health
  • Screen condition
  • Cosmetic condition
  • Applicable device functionality checks

Radio Frequency (RF) Emitting Devices

Devices that emit radio frequency signals—including drones (Unmanned Aircraft Systems), drone parts, routers, advanced robotic devices, and connected power inverters —must have valid FCC authorization. This includes having a valid FCC ID before they can be marketed or sold in the United States.
Sellers are responsible for ensuring their products meet applicable US laws and regulatory requirements and that required certifications are associated with the product being sold.
Sellers must ensure that:

• The product has a valid FCC ID issued through the FCC equipment authorization process
• The FCC ID corresponds to the exact product listed on TikTok Shop
• The FCC ID can be provided when requested for compliance verification

TikTok Shop may request additional product information, including the FCC ID, to verify compliance. Listings that fail to provide required regulatory certification information may be subject to enforcement actions.
Miscategorizing, mislabeling, or incorrectly describing products may result in enforcement actions.

How to Declare FCC Compliance:

To fill out the required compliance attributes for FCC compliance:

1. Log into Seller Center.
2. Select Products > Add Products.
3. Select Add product and enter the required product information, including the category, images, description, product details, and other applicable information.
4. Find the "Radio Frequency Emission & Authorization Status " attribute under the Product Compliance section.
5. Select one of the following options from the Radio Frequency Emission & Authorization Status drop-down menu:
   • Product has an FCC ID
   • Product has a Supplier's Declaration of Conformity (SDoC) with the FCC Rules
   • Product is FCC-defined incidental radiator; not intended to emit RF >9 kHz. No FCC approval needed.
   • Product not capable of emitting radio frequency energy.
6. If your product has an FCC ID, fill in the ID with the FCC ID attribute.
7. If your product has a Supplier's Declaration of Conformity (SDoC):
   • Enter the name of the point of contact for the Responsible Party, as defined by the FCC, in the SDoC Contact Name field.
   • Enter the US mailing address for the Responsible Party in the SDoC Contact US Mailing Address field.
   • Enter the email address for the Responsible Party in the SDoC Contact Email Address field. If the email address is not available, you can enter the US phone number for the Responsible Party in the SDoC Contact US Phone Number field.
8. After completing all required information, including shipping details, select Submit for review.

How to Find FCC Compliance Information

FCC ID

An FCC ID is a unique identifier assigned to radio frequency equipment authorized under the FCC certification procedure. An FCC ID consists of:

• Grantee Code: A three- or five-character alphanumeric code assigned by the Federal Communications Commission (FCC) to the responsible party.
• Product Code: A code assigned by the grantee to identify the specific equipment. The product code may contain letters, numbers, hyphens, or dashes.

The FCC ID is typically displayed with the prefix “FCC ID” and may be provided:

• On a physical label affixed to the product; or
• Through an electronic label (e-label) displayed by the product.

Where permitted under applicable FCC requirements, products that are too small to display the FCC ID on the product and do not use electronic labeling may provide the FCC ID in the user manual and on the product packaging or on a removable label attached to the product.

Supplier’s Declaration of Conformity (SDoC)

Products subject to the FCC Supplier’s Declaration of Conformity (SDoC) procedure must include the applicable FCC compliance information as required by FCC regulations.
SDoC compliance information may be provided on the product, product packaging, user manual, or other documentation accompanying the product. This information may appear under headings such as “FCC Compliance” and may reference Part 15 of the FCC Rules.
Sellers must ensure that any FCC ID or SDoC information submitted to TikTok Shop is accurate, valid, and corresponds to the product being offered for sale.

Enforcement Actions and Appeals

Claiming electrical safety without approved testing or certification violates these requirements. Tests and certifications must come from recognized electrical safety or FCC laboratories. Products are also in violation if they have inaccurate or fraudulent labeling.
We regularly review shops for compliance with this document and our TikTok Shop Restricted Products Guidelines. If any violations are identified, TikTok Shop may take enforcement action at our sole discretion. This may include, but is not limited to:

• Rejecting category qualification application
• Deducting points from the seller’s Account Health Rating (a performance metric on Seller Center)
• Removing product listings
• Revoking access to offer products for sale
• Issuing refunds to customers
