This document outlines the requirements for selling Pet Supplies on TikTok Shop, and applies to all sellers, including manufacturers, importers, repackers, and resellers. These requirements are in place to ensure product safety for pets and to build trust with our customers. Pet supplies are also subject to our TikTok Shop Restricted Products Guidelines. Sellers must comply with both this document and the TikTok Shop Restricted Products Guidelines when listing pet supplies.

Pet Supplies

The following Pet Supplies are allowed to be sold on our platform through category qualification.

• Pet Food
• Pet Supplements

Pet Healthcare Products may be offered by invite-only sellers. See our section below for more details.

Electrical Pet Supplies

Please refer to our Electronic Product Requirements for information on selling electrical pet supplies, such as:

• Electric Clippers
• Habitat Lighting
• Hair Dryers
• Terrarium Heat Lamps

Prohibited Products

The following pet supplies are prohibited from sale on TikTok Shop. Listing these items may result in enforcement actions as detailed in the 'Enforcement Actions and Appeals' section.

• Pet Healthcare products, which include, but are not limited to:
  • veterinary medications, including vaccines and medicated food
  • veterinary medical equipment

Requirements To Sell Pet Supplies

Sellers may be required to pass category qualification to sell pet supplies. This process may require submitting documentation to demonstrate eligibility to sell these products.
For pet healthcare products, invited sellers must apply through the invite-only process provided by their Account Manager (AM).

Pet Food

This section outlines the requirements for selling pet food.

Manufacturers, Importers, And Repackers

Manufacturers, importers, and repackers of pet food may be required to submit the following documents:

1. Proof of Food and Drug Administration (FDA) Registration or cGMP Certification

Manufacturers, repackers, and importers may be required to submit proof of FDA Registration or current Good Manufacturing Practice (cGMP) Certification.

1. FDA Registration

Manufacturers, importers or repackers may be required to submit a third-party issued FDA registration verification letter or a screenshot of the FDA registration portal. This must include:

• Name of establishment. The name must match with the manufacturer or importer indicated on the product label.
• Physical address of establishment
• Operation type of the registered establishment
• The FDA registration must be active at the time of submission.
• If a screenshot of the FDA registration is submitted, the image must be able to indicate the screenshot is from the FDA website.
• If the FDA registration verification letter is used by a third-party, the third-party name and contact information must be clearly identified on the verification letter.
  1. cGMP Certification

Manufacturers, importers, or repackers may be required to submit a current Good Manufacturing Practice (cGMP) certificate. The FDA enforces cGMP standards to ensure the proper design, monitoring, and control of manufacturing processes and facilities.
The cGMP certificate must:

• Be valid and not expired at the time of submission.
• Clearly state that the certified facility complies with 21 CFR Part 507. This regulation covers Current Good Manufacturing Practice, Hazard Analysis, and Risk-Based Preventive Controls for Food for Animals.

1. Sample Product Label

Manufacturers, importers or repackers may be required to submit a sample product label, which must include the following:

• Product name and information
• Net quantity
• Manufacturer/distributor's name and address
• List of ingredients arranged by weight, from most to least

Resellers

Resellers of pet food may be required to submit the following documents:

1. Purchase Invoice

Resellers may be required to submit a legible purchase invoice issued by the product’s manufacturer. The invoice must meet all of the following requirements:

• Include the supplier’s company name and address
• Clearly describe the pet supplement being listed on TikTok Shop
• Be issued within the last 365 days
• Be written in a language supported by TikTok Shop

1. Sample Product Label

Resellers may be required to submit a sample product label, which must include the following:

• Product name and information
• Net quantity
• Manufacturer/distributor's name and address
• List of ingredients arranged by weight, from most to least

Pet Supplements

Manufacturers, importers, and repackers of pet supplements may be required to submit the following documents:

Pet Healthcare

Certain non-prescription Pet Healthcare products may be offered on TikTok Shop by invite-only sellers who are brand owners, manufacturers, or authorized resellers. This section applies only to the product types listed below. It does not allow the sale of prescription products, veterinary medications, vaccines, medicated food, or veterinary medical equipment.Eligible non-prescription Pet Healthcare products may include:

• Flea Drops
• Non-prescription Flea Pills
• Flea Collars for select brands
• Itch Remedies
• Fly & Mosquito Control
• Relaxants & Anxiety Relief

Prohibited Pet Healthcare Products

The following Pet Healthcare products are prohibited from sale on TikTok Shop unless expressly stated otherwise:

• Prescription veterinary products
• Veterinary medications, including vaccines and medicated food
• Veterinary medical equipment

TikTok Shop allows only certain non-prescription consumer pet healthcare products and does not create an exception for prescription or veterinary-use regulated medical products.

General Listing Requirements

All Pet Healthcare listings must be for non-prescription products only. Sellers must ensure each listing is placed in the correct category and includes all required product information and attributes, as applicable, including:

• Active ingredients
• Safety warnings
• California Proposition 65 disclosures (a law requiring warnings for products containing certain chemicals)
• Species, dosage, age, and weight
• Usage instructions
• Any other legally required information, where applicable

Where applicable, listings must also include:

• EPA Registration Number and EPA Establishment Number for pesticide products
• Dangerous goods, flammable liquid, or other hazard-related disclosures required by law or platform requirements

Listings must not:

• Make express or implied claims that a product can cure, treat, prevent, mitigate, or diagnose a disease, serious medical condition, or related symptoms in humans or animals.
• Present a product as having medicinal effects, replacing professional veterinary care, or altering clinical measures associated with disease states.
• Present a product as a substitute for professional veterinary advice, diagnosis, or treatment.
• State or imply that a product is approved, authorized, endorsed, certified, or otherwise recognized by the U.S. Food and Drug Administration or another government or regulatory authority unless the claim is accurate and can be substantiated.

All products must comply with applicable federal, state, and local laws, regulations, and sales restrictions.

Environmental Protection Agency (EPA)-Regulated Products

Applies to:

• Flea Drops
• Flea Collars for selected brands only
• Fly & Mosquito Control

Manufacturers and brand owners must provide:

• EPA Registration Number (submitted as a product attribute)
• Product label images showing the EPA Registration Number, current and legible, matching the product sold
• Certificate of Analysis (COA) or test report, which may need to include:
  • Issuer name and qualification
  • Product identification (brand, name, SKU/variant, dosage form, pack configuration)
  • Batch/lot number
  • Manufacturing and expiration/retest dates
  • Issue date and specification reference
  • Tests performed, acceptance criteria, and actual results
  • A conclusion statement (pass/conforms/meets specification)
  • Signature or authorization from a responsible quality official
  • For pesticide-type products, the active ingredient(s) and safety/quality testing supporting lot release (the process of verifying each batch meets quality standards before it can be sold)
• Compliance attestation on company letterhead, which may need to include:
  • Legal entity name and address
  • Authorized signatory name, title, email, signature, and date
  • Exact product scope and the applicable EPA Registration Number
  • A statement confirming submitted label images are true, current copies
  • A statement confirming the product sold matches the registered formulation and labeling
  • A statement of compliance with EPA/FIFRA (Federal Insecticide, Fungicide, and Rodenticide Act)/labeling requirements
  • A statement confirming COA/test report authenticity
  • A change-notification obligation (a requirement to inform regulators of any changes to the product)

Authorized resellers must provide:

• Proof of purchase (invoice)
• Product label images showing the EPA Registration Number
• Letter of authorization, which may need to include:
  • Brand owner's legal name
  • Reseller's legal name (matching the applicant exactly)
  • Issue date
  • Signatory name, title, signature, and email
  • Scope of authorization (brands/product lines/SKUs)
  • Territory and channel scope
  • Reseller's supply chain status
  • Validity period

Food and Drug Administration (FDA)-Regulated / Over-the-Counter (OTC) Products

Applies to:

• Non-prescription Flea Pills
• Itch Remedies
• Relaxants & Anxiety Relief

Manufacturers and brand owners must provide:

• Proof of FDA facility registration, where applicable
• cGMP certificate, where applicable
• Certificate of Analysis (COA) or test report relating to the product sold
• Product label images (all sides) showing required safety warnings

Authorized resellers must provide:

• Proof of purchase (invoice)
• Product label images (all sides) showing required safety warnings
• A valid letter of authorization from the brand owner or rights holder

Enforcement Actions and Appeals

We regularly review shops for compliance with this document and our TikTok Shop Restricted Products Guidelines. If any violations are identified, TikTok Shop may take enforcement action at our sole discretion. This may include, but is not limited to:

• Rejecting category qualification application
• Deducting points from the seller’s Account Health Rating
• Removing product listings
• Revoking access to offer products for sale
• Issuing refunds to customers
