This document outlines the requirements for selling Pet Supplies on TikTok Shop. Pet supplies are also subject to our Restricted Products Policy. Sellers must comply with both this document and the Restricted Products Policy when listing pet supplies.

Pet Supplies

The following Pet Supplies are allowed to be sold on our platform through category qualification.

• Pet Food
• Pet Supplements

Pet Healthcare Products may be offered by invite-only sellers. See our section below for more details.

Electrical Pet Supplies

Please refer to our Electronic Product Requirements for information on selling electrical pet supplies, such as:

• Electric Clippers
• Habitat Lighting
• Hair Dryers
• Terrarium Heat Lamps

Prohibited Products

The following pet supplies are prohibited from sale on TikTok Shop:

• Pet health products, which include, but are not limited to:
  • veterinary medications, including vaccines and medicated food
  • veterinary medical equipment

Requirements To Sell Pet Supplies

Sellers may be required to pass category qualification to sell pet supplies. This process may require submitting documentation to demonstrate eligibility to sell these products.
For pet healthcare products, invited sellers must apply through the invite-only process provided by their Account Manager (AM).

Pet Food

Manufacturers, Importers, And Repackers

Manufacturers, importers, and repackers of pet food may be required to submit the following documents:

1. Proof of FDA Registration or cGMP Certification

Manufacturers, repackers, and importers may be required to submit proof of Food and Drug Administration (FDA) Registration or current Good Manufacturing Practice (cGMP) Certification.

1. FDA Registration

Manufacturers, importers or repackers may be required to submit a third-party issued FDA registration verification letter or a screenshot of the FDA registration portal. This must include:

• Name of establishment. The name must match with the manufacturer or importer indicated on the product label.
• Physical address of establishment.
• Operation type of the registered establishment.
• The FDA registration must be active at the time of submission.
• If a screenshot of the FDA registration is submitted, the image must be able to indicate the screenshot is from the FDA website.
• If the FDA registration verification letter is used by a third-party, the third-party name and contact information must be clearly identified on the verification letter.
  1. cGMP Certification

Manufacturers, importers, or repackers may be required to submit a current Good Manufacturing Practice (cGMP) certificate. The FDA enforces cGMP standards to ensure the proper design, monitoring, and control of manufacturing processes and facilities.
The cGMP certificate must:

• Be valid and not expired at the time of submission.
• Clearly state that the certified facility complies with 21 CFR Part 507 (Current Good Manufacturing Practice, Hazard Analysis, and Risk-Based Preventive Controls for Food for Animals).

1. Sample Product Label

Manufacturers, importers or repackers may be required to submit a sample product label, which must include the following:

• Product name and information.
• Net quantity.
• Manufacturer/distributor's name and address.
• List of ingredients arranged by weight, from most to least.

Resellers

Resellers of pet food may be required to submit the following documents:

1. Purchase Invoice

Resellers may be required to submit a legible purchase invoice issued by the product’s manufacturer. The invoice must meet all of the following requirements:

• Include the supplier’s company name and address.
• Clearly describe the pet supplement being listed on TikTok Shop.
• Be issued within the last 365 days.
• Be written in a language supported by TikTok Shop.

Resellers may be required to submit a sample product label, which must include the following:

• Product name and information.
• Net quantity.
• Manufacturer/distributor's name and address
• List of ingredients arranged by weight, from most to least

• Relaxants & Anxiety Relief

Product Qualification Requirements

EPA-Regulated Products

Applies to:

• Flea Drops
• Flea Collars
• Fly & Mosquito Control

Manufacturers and brand owners must provide:

• EPA Registration Number (submitted as a product attribute)
• Product label images showing the EPA Registration Number
• Certificate of Analysis (COA) or test report
• Compliance attestation

Authorized resellers must provide:

• Proof of purchase (invoice)
• Product label images showing the EPA Registration Number
• Brand authorization letter

Food and Drug Administration (FDA)-Regulated / Over-the-Counter (OTC) Products

Applies to:

• Flea Pills
• Itch Remedies
• Relaxants & Anxiety Relief

Manufacturers and brand owners must provide:

• Proof of FDA facility registration
• cGMP certificate
• Certificate of Analysis (COA) or test report
• Product label images (all sides) showing required safety warnings

Authorized resellers must provide:

• Proof of purchase (invoice)
• Product label images (all sides) showing required safety warnings
• Brand authorization letter

Listing Requirements

Sellers must ensure each listing:

• Is listed in the correct category.
• Includes all required product attributes, including active ingredients, safety warnings, California Proposition 65 information, species, dosage, age, weight, and usage information, where applicable.
• Includes EPA Registration and Establishment Numbers for applicable pesticide products.
• Does not contain prohibited medical, pesticidal, or regulatory approval claims.
• Does not state or imply FDA approval unless the product has received FDA approval.
• Includes required dangerous goods and flammable liquid information, where applicable.
• Complies with all applicable federal, state, and local laws and sales restrictions.

Enforcement Actions and Appeals

We regularly review shops for compliance with this document and our Restricted Products Policy. If any violations are identified, TikTok Shop may take enforcement action at our sole discretion. This may include, but is not limited to:

• Rejecting category qualification application
• Deducting points the seller’s Account Health Rating
• Removing product listings
• Revoking access to offer products for sale
• Issuing refunds to customers
